Tourism Inventory and Destination Management: Structural Analysis of the Canton of Grecia, Costa Rica

Consolidating new tourism destinations requires transcending the mere existence of natural or cultural resources to advance towards their identification and technical valorization. Under this premise, this article diagnoses the tourism potential of the canton of Grecia, Costa Rica, with the objective of evaluating its suitability as a competitive destination. The methodology employed a mixed-methods approach: quantitatively, an adaptation of the OAS-CICATUR model was applied to inventory 42 attractions; qualitatively, results were triangulated with key stakeholders in territorial management. The calculation of the Tourism Potentiality Index (PZ) yielded a value of 124.42, positioning the canton in a high hierarchy range. A significant finding was the predominance of Natural Sites (38.1 % of the supply) with the highest hierarchy, versus a Culture category with better facilities. This contrast suggests a hybrid tourism vocation. It is concluded that, despite possessing resources of national hierarchy, a critical dissonance exists between installed capacity and commercial development, derived from fragmented local governance. The study provides a mathematical baseline to reorient public investment towards the structuring of an integrated product.
